In April 2024, CDC updated its Public Access to CDC Funded Publications Policy in alignment with new requirements in the White House Office of Science and Technology Policy (OSTP) Memorandum on Increasing Access to the Results of Federally Funded Scientific Research (2022). This update:

Requires all taxpayer-funded scientific studies to be immediately available to the public for free and full use.

Removes the 12-month embargo on open access for all peer-reviewed publications funded by CDC and those authored or co-authored by CDC staff (including fellows and contractors) as part of their official duties.

Builds on OSTP's 2013 Memorandum to promote public access to federally funded science.
All federal agencies are updating their Public Access Policies to comply with the 2022 Memorandum.

Information for Specific Groups
Scope of Policy
This policy applies to all CDC employees, including fellows and contractors; at all locations, domestic and international; and to all CDC's Centers, Institute, and Offices (CIOs) and Business Services Offices (BSOs). This policy also applies to all CDC-funded intramural and extramural work. More specifically, the requirements of this policy must be adhered to for:

All peer-reviewed scholarly publications funded by CDC, regardless of the funding mechanism used (e.g., grant, cooperative agreement, contract), and
-
All peer-reviewed scholarly publications authored or co-authored by CDC employees as part of their official duties and by non-employees working under agreements with CDC, but consistent with their underlying agreement with CDC.
Accessing CDC Public Access Publications
Publications that fall under the CDC policy will be made available on PubMed Central and on this site, CDC Stacks.
CDC-funded authors must submit any publications that they coauthor as part of their official duties to be made available through public access.
Publishers
CDC is utilizing the National Institutes of Health Manuscript Submission (NIHMS) System to facilitate the submission of manuscripts to PubMed Central and on this site, CDC Stacks. CDC will make available either the author's peer-reviewed, journal-accepted manuscript or the publisher-edited manuscript. CDC will not make public the publisher's final version unless allowed by copyright.
Publishers may submit manuscripts to NIHMS on the author's behalf with a My NCBI account, a NIHMS Publisher account, or via the NIHMS bulk submission pathway.
